General Selectmen info
Selectmen's Meetings: Selectmen's meetings (usually the second Monday of the month and the fourth if needed) are broadcast on Rockport's public access cable Channel 22, beginning at 7:00 p.m. at the Rockport Opera House.

General Assistance
Office hours are for Rockport citizens by appointment only, Tuesday and Thursday, from 9:00 a.m. to 11:00 a.m. at the Town Office at 101 Main Street. Appointments may be scheduled by calling 236-0806.

In an after hour emergency, 4:30 p.m. to 7:30 a.m., or weekends, applicants may contact the Knox County Sheriff's Department at 594-5656.

Where can I get yellow dump bags and how much do they cost?
The yellow garbage bags are now available at the Transfer Station. They are available in packages of five for $7.50. Residents may also purchase bags at their own town office in Camden, Rockport, Hope, or Lincolnville.

They are also available at EBS, Rankins, Graves, Lincoln's Country Store and Western Auto.

Bags are required in order to dispose of residential trash.

Helpful Hints

Boater Registration
New: Please bring bill of sale and Maine registration numbers (if already on boat and previously registered in Maine by prior owner). State sales tax on purchase price will be collected on private sale. Dealerships collect sales tax at time of purchase and provide you with a Dealer's Certificate. You will need to bring this at the time of registration.

Renewals: Excise is computed on boat's age, length, and engine horsepower. The Inland Fisheries fees are now also based on the horsepower of the motor. ALL BOAT REGISTRATIONS EXPIRE ON DEC. 31.

Boat Trailer Registration
New: New boat trailer registrations are done at Motor Vehicle Bureau in Rockland.

Renewals: Renewals can be done at the Town Office if you bring in last year's registrations. You have a choice to register for either 1 or 2 years.

Dog License
New: Please bring your dog's current Maine rabies certificate. (The certificate must be less than two years old.) No out-of-state rabies certificates, please. You will also need to bring dog's spay or neutering certificate. The license is $6.00 for spayed/neutered dogs or $10.00 for non-neutered/spayed dogs.

Renewals: Renewals are due in December of each year. Renewals after February 1 have a state-mandated $10.00 penalty assessed for late payment with completion of Warrant.

Hunting and Fishing License
Note: Rockport residents only.

Residents must meet all these requirements to be eligible to purchase a resident hunting or fishing license: Must be domiciled in Maine continuously for three months prior to applying for the license; must be in compliance with Maine Income Tax Laws; if licensed to drive, must have made application for or possess a Maine Drivers license; all motor vehicles owned by applicant and located in Maine must be registered in Maine; and if registered to vote, applicant must be registered to vote in a Maine town. Applicant must comply all the rules mandated by the Department of Inland Fisheries and Wildlife.

New and renewals: Must bring evidence of a previous hunting (or archery) license or proof of completion of Maine Hunter Safety Course.

Marriage License
Maine residents: An application must be completed and filed and with a recent change in the State of Maine Law there is no longer a waiting period. A certified copy of a divorce decree or a death certificate is needed for those who have been previously married.

BOTH parties must sign the actual license in the Town Clerk's presence before it can be issued. Both residents will no longer be required to file Notice of their Intentions in separate municipalities. "Residents of the State intending to be joined in marriage shall record notice of their intentions in the office of the clerk of the municipality in which at least one of them resides."

Non-Maine residents: An application must be completed and filed and with a recent change in the State of Maine Law there is no longer a waiting period. A certified copy of a divorce decree or a death certificate is needed for those who have been previously married.

BOTH parties must sign the actual license in the Town Clerk's presence before it can be issued. If both parties to a marriage reside outside the State of Maine, they must file their Notice of Intentions in any municipal office. Once their intentions are filed and the license is issued, the parties are free to marry anywhere within the State of Maine.

Mooring Renewals
Renewals: All mooring bills are mailed in January and are due by April 1st. If payment is not received before April 1st the mooring fee is double. If payment is not received by May 1st mooring use may be cut off at the discretion of the Harbor Master. Enclosed with the bill is a Mooring Inspection Form that needs to be returned to the Harbor Master and a letter of request for boat, owner and other information to be returned with your payment to the Town Office.

Tie-Off Renewals: All tie-off bills are mailed in January and are due by April 1st.

Winter Boat Storage: Winter Boat Storage is first given to the people who had storage the previous year. There is a waiting list kept for available openings.

Property Taxes
Real Estate and Personal Property: Taxes can be paid in full upon receipt of bill or in two installments; the first payment is due by October 15, 2009 and the second payment is due by April 15, 2009.

Interest will be charged at a 9% interest rate on the unpaid balance after those dates. Please include your bill or your account number with your payment to assure proper credit to your account.

We welcome partial payments on all accounts after receipt of your bill.

Vehicle Excise Tax and Registration
Autos and Trucks: Payment of an excise tax is required on all vehicles in the town of residence BEFORE registration. (WE DO NOT QUOTE EXCISE TAX FIGURES OVER THE TELEPHONE.)

Vehicle registrations are now done electronically. In order to re-register your vehicle, we need the previous registration, proof of insurance and current mileage. We can process limited new registrations. This applies if the vehicle has been purchased from a Maine licensed dealer. Please bring the following:

1. Green sales tax form
2. Blue copy of title application
3. Previous registration of vehicle being traded or sold to which plates are being transferred
4. Proof of insurance
5. Current mileage

If a NEW car, it is MANDATORY to have the Monroney Label or window sticker. This became law on September 19, 1997.

The State of Maine does not send reminder notices for vehicle registration renewals. Also please remember to check your inspection sticker each year.

ATV and Snowmobile Registrations
ATV's and Snowmobiles: In addition to renewals, we also process registrations for new ATV's and snowmobiles.

A bill of sale is needed, and a 5% sales tax on the purchase price will be collected on private sales. Dealerships collect sales tax at time of purchase and provide you with a Dealer's Certificate. You will need to bring this at the time of registration. The resident snowmobile registration fee is $33.00 and $33.00 for ATV registrations. A $2.00 agent fee will be charged for new registrations and $1.00 for renewals.

Voter Registration
New or Current Residents: New or current Rockport residents can register to vote any time, including election days, in the Town Office.

Proof of residency is required at the time of registration.

Waste Water
Bill Payment: Bills are sent quarterly to the property owner directly, not a tenant. Please have your bill(s) or your account numbers(s) with you when payments are made to ensure proper credit to your account(s).

Dump Stickers
New dump stickers are now required every calandar year. You will still need a sticker as well as the new yellow pay as you throw garbage bags.

Stickers can be purchased for $1 at the Transfer Station by residents of Camden, Rockport, Hope, or Lincolnville by showing your Maine car/truck registration. Residents may also purchase stickers at their own town office. Dump stickers must be displayed on the lower front driver's side of vehicle windshield where it will be visible to the MCSWC attendant. Please remove all old dump stickers to avoid confusion. If you sell or trade your vehicle please remove the sticker. This will prevent use by non-residents, thereby saving your tax dollars.

Informational brochures about recycling and other services are available at the Transfer Station or at the Camden, Rockport, Hope, or Lincolnville Town Offices.
